STARS Charter School and STARS Virtual Academy will hold a lottery each spring pursuant to North Carolina State Law 115C-218.45(f)
Our Open Enrollment period begins January 6 th , 2026 and closes March 6 th , 2026.

* You are not required to be physically present at the lottery as the lottery is run by a computer program (Lotterease). Lotterease will communicate results within 24 hours of the completion of the lottery to your registered email address.
Steps to Apply

Select whether you’re applying for our in-person K–8 program at STARS Charter School or the virtual 4–9 program through STARS Virtual Academy. - Complete the Online Application
Fill out our secure, user-friendly online form. You may apply to both programs if you’d like to keep your options open. - Receive Confirmation or Lottery Status
If the number of applications exceeds the number of available spaces for a grade, a lottery will be held to fill vacant seats, via Lotterease, an automated program. After available seats are filled, the drawing will continue to determine the order of a waiting list. - Attend Orientation (if accepted)
In-person and virtual students will be invited to attend orientation to prepare for a successful school year.
Who can apply to STARS?
- Any child who is qualified under the laws of the state for admission to a public
school is qualified for admission to a charter school. In order to apply to a charter
school, a parent or guarding must be physically living-“domiciled”-in the state of
North Carolina at the time of application. Non-domiciled families must wait until
having moved to NC to apply to the school. STARS Charter School or STARS
Virtual Academy may refuse admission to any student who has been expelled or
suspended from a public school until the period of suspension or expulsion has
expired N.C. Gen. Stat. § 115C-218.45(i). - To be eligible for kindergarten admission, students must be 5 years old prior to
August 31 st of the enrollment year. - STARS Charter and STARS Virtual Academy will follow all rules and regulations
regarding enrollment priority as specified in North Carolina charter school law
115C-218.45. Priority Enrollment is given to the following groups in the order
listed: children of the school’s full time employees; and children who have
siblings currently enrolled at STARS.
Required Documents
To complete your enrollment, once you have accepted a seat at STARS Charter School
or in STARS Virtual Academy, please have the following documents ready:
- Proof of North Carolina residency (utility bill, lease, or driver’s license)
- Birth certificate or proof of age
- Immunization records
- Academic records (for grades 4–9)
- IEP/504 Plan (if applicable)
Lottery Process
- Lottery procedures will comply with NC Open Meeting Law provided in G.S.
143-218.10(a) by publicizing the date and location in advance of the meeting and allowing anyone to attend. - If the number of applications exceeds the number of available spaces for a grade, a lottery will be held to fill vacant seats. After seats are filled, the drawing will continue to determine the order of a waiting list.
- Any application received after the Open Enrollment period is NOT entered in the lottery, but is added to the end of the grade level waiting list on a first-come, first-served basis.
- The lottery drawing is randomly generated by Lotterease.
- If a student has been selected in the lottery the parent/guardian of the student will receive an acceptance notification via email.
- Grade level waitlists will update any time a person accepts a seat or declines a seat at STARS Charter School or STARS Virtual Academy, and parents will immediately be notified of these changes via email.
- Applying for STARS Virtual Academy does not impact your waitlist status for the
in-person program at STARS Charter School—you may remain eligible for both.
